Part 1: (The Lava)
First off make a new document, and have the background color be black.
Now create a new layer, and name it "Energy".
Now add some blue text, then right click the text layer, and click on "Alpha To Selection". Copy your selection, and then deselect it, and paste it into your energy layer.

NOTE: The reason we do this is so our text will become centered.

Now with the Energy layer selected head to Filters/Render/Lava and leave it at it's default settings, and it ok.
Now on the lava layer head to Colors/Colorize and simply bring the saturation all the way to 100% then merge the two layers together and change the layer name to "Energy Wind", then duplicate the layer, and change the name of the duplicated layer to "Energy Text".

Part 2: (The Energy)
Now select the energy wind layer, and head to Filters/Distorts/Wind

Now leave it at it's default settings, and hit ok, then flip your image horizontally and apply the same filter, then rotate it 90 degrees by going to Image/Transform/Rotate 90 degrees clockwise and apply the wind filter again, and flip it horizontally, and once again apply the wind filter for the last time, now flip it back, and rotate your text back to how it originally was.

Now change the layer mode for energy text to dodge.

You're now done, but if you want to give it some coloring follow the rest of the tutorial below. As for now this is what your result should look like.

Part 3: (The Coloring) [OPTIONAL]
Now make a new layer, and fill it in with whatever gradient you want, I chose a rainbow to be unique. Then change it's layer mode to Hue, and change the layer name to Color.

Duplicate the layer, and change it's layer mode to burn now.
