How do i highlight with color of choice to make a piece of the picture (many pics here) stand out???

i'm looking to put a "glow" around logo  i don't like the washed out look it has a gif, background will be a dark color, so far anyway, but it needs to have that "pop" to logo.

If i am understanding you correctly... Just double click that layer and bring up your props and set it with outer glow.

If you just want to highlight something like an actually highlighter. Just make a small square of whatever color and set the transparency down some so you can see through it.

working with a psd file, wanted to put a outer glow (edge) around the logo, i once saw someone do this type of thing with their picture, where they were surrounded by a white glow around the body form.

alright, i was told to write someone the band knows, props, that i never knew were there under the F key, and that's when i found it all those things, all this time i've been doing without it.  is there also another place props are that i don't know about in that program???

also, question on the background eraser, until i blew it up 1600 percent, the background remained slightly, is this the easiest and best way to get all that out, by going up that much in the pic (percentage 1600 percent i mean)  i kept making the brush bigger, smaller wouldn't matter, the cross hair didn't seem to change in size.

It's actually called the layer style palette or menu but..

yes you can right click and get to it or in the 'layers' tab or the filter for different filters.

If you are wanting to do that with the glow you will first need to erase everything around the image or make a layer mask of the image and create a copy via - layer via copy -  (on the layers tab) then add the glow to that layer since it is only a certain object of that picture and not the whole thing.

i did use the mask to this.  after i used ctrl J to make a copy, that's okay to do it that way??  and won't mess something up??
